Research direction

Reproduce the issue in the Android app on a self-hosted site: log in, open Plugins, and select any plugin. Start by tracing the Plugins screen and its autoupdate control, using the reported Simulator/WPAndroid 21.3 behavior as the baseline. Done means the control is either functional for self-hosted sites or no longer shown there.
