Research direction
Start by reviewing the capability check in commit 5d402cbb139fb001258c5f0df22273bbecde7a11 and tracing how the Android app handles the Quick Start prompt after login. The issue does not establish whether non-admin roles should see it; completion therefore depends on resolving that product decision and aligning the Android behavior with the intended result, also considering the noted iOS behavior.
