Expected behavior
'View Admin' section should be hidden for Sites with no admin access
Actual behavior
'View Admin' section is visible for Sites with no admin access
Steps to reproduce the behavior
WP > select site with no admin access > scroll down to 'External' section.
Notice 'View Admin' is visible.
Tested on [device], Android [version], WPAndroid [version]
