Description
It was reported in 4066465-zen that an empty space is appearing at the top of the Reader.
Expected behavior
The entire site header in the Reader should be clearly visible and not have anything overlapping it.
Actual behavior
There appears to be an empty element overlapping the site header.
Steps to reproduce the behavior
- Go to the Reader.
- Tap the site header section on a reader post. (Apparently, this seems to be more obvious with Jetpack sites.)
- Notice that the site header is not fully displayed at the top because there is an empty element overlapping it.

Tested on Samsung Galaxy S9+, Android 10, WPAndroid 17.5

Research direction
Start in the Reader post flow on Android and reproduce the issue by tapping the site header, using the reported Samsung Galaxy S9+ and Android 10 context. Inspect how the Reader renders the site header and the overlapping empty element. Done means the entire site header is visible without an empty element covering it.
