Description
From user session:
When a user creates a site, they expect a "magic moment" of deciding they customized everything to their liking and they can now click a button to "make it live"!
With WP it's already live, even with template content which might make some people uncomfortable.
We discussed how we stole the magic moment and removed the ceremony of it. Do we want to change that?

Research direction
The issue provides no files, tests, or entry points to inspect. Start by identifying the site-creation flow and the product decision around a deliberate “make it live” step; done would require an agreed behavior and acceptance criteria for when a newly created site becomes publicly visible.
