Expected behavior
User should be able to switch to blocks editor anytime.
Actual behavior
Switch to block editor is not shown on the menu
Steps to reproduce the behavior
- Create a new post
- Switch to classic editor
- Add unordered list
- Add any element
- Try to switch to blocks editor
Tested on [device], Android [version], WPAndroid [version]
