Description

Expected behavior

User should be able to switch to blocks editor anytime.

Actual behavior

Switch to block editor is not shown on the menu

Steps to reproduce the behavior
  1. Create a new post
  2. Switch to classic editor
  3. Add unordered list
  4. Add any element
  5. Try to switch to blocks editor
Tested on [device], Android [version], WPAndroid [version]
