Description
Expected behavior
Opening an old draft and clicking on "Publish" should show the "Publish Date" as the current date.
Actual behavior
Opening an old draft and clicking on "Publish" shows the "Publish Date" row with the old date.
Steps to reproduce the behavior
- Go to the Drafts Tab on the Post List.
- Click Publish on a post created a day or so ago ( either from the Post List or Editor)
- Notice the older date being shown.
Tested on Google Pixel 4 XL, Android 10, WPAndroid develop ()

Reproduce the issue from the Drafts Tab in the Post List by opening an older draft and using Publish, either from the list or Editor. Trace the Publish Date display and date state used for old drafts. Done means the Publish Date shows the current date when publishing an old draft; no test file is named in the issue.
