Prepublishing Nudges : Contributor mode statuses disabled

Expected behavior

The Status options on the Prepublishing Nudges and the Post Settings that aren't available to contributors should be disabled.

Actual behavior

• The disabled contributor Status options on the Prepublishing Nudges can't be selected but they are available for selection.
• The disabled contributor Status options in the Post Settings can be selected but when persisted they are not saved. You will see the previous PostStatus that existed.

Steps to reproduce the behavior

Prepublishing Nudges

1. Ensure that you log into the app with a user that has the contributor role.
2. Create a new post.
3. Click the Status and Visibility option.
4. Try to click Publish or Private and realize you can't.

Post Settings

1. Ensure that you log into the app with a user that has the contributor role.
2. Create a new post.
3. Click the Post Settings.
4. Click the Status and Visibility option.
5. Try to click Publish or Private and realize you can but it won't be saved.

Tested on Google Pixel 4 XL, Android 10, WPAndroid develop ()

Reproduce the contributor-role behavior in the Prepublishing Nudges and Post Settings status controls described in the issue. Trace the status and visibility UI and persistence behavior; done when unavailable statuses are visibly disabled in both places and contributor selections cannot be saved.
