Description

When you have a commenting user that doesn't have a site (or an account), the username is still clickable but clicking on the username doesn't do anything. I think we should either make it not a link or show a toast explaining the behaviour.

Research direction

Reproduce the behavior shown in the attached screenshot with a commenting user who has neither a site nor an account. The issue names no file, test, or entry point; trace the commenting-user username interaction, then verify that the chosen behavior is clear and testable for users without a destination.
