Research direction

Start by comparing the Android site's available actions with the iOS Menus flow described in the issue, using the WordPress 14.2 reproduction steps and screenshots. Done means a logged-in Android user selecting a site can access a Menus option for customizing that site's menus; check related issue #4156 for context.
