[GlobalStep] Instagram share button does not function.

Description

After posting a instagram post on Wordpress, next to the like and comment buttons would be a download icon. This icon when tapped has no function other than animating the button briefly. Tapping any of the other icons, or anywhere within the post would open the post in instagram.
If the same post is viewed in Instagram, the post actually won’t have a download icon here, and instead has a send icon in it's place.

Expected behavior

The user should be taken to Instagram to match the functionality on the other button presses.

Actual behavior

Nothing happens other than the icon animating.

Steps to reproduce the behavior

1. Launch Wordpress wpandroid-14.1-rc-1-universal.apk
2. Log into an account. 
3. Create a post and include an Instagram post. 
4. Find that post, and tap the “Download” icon on the post.

Start by reproducing the Instagram post action in the WordPress Android app using the listed steps and attached video, then trace the Download icon's handling. Done means tapping that icon opens the post in Instagram, matching the expected behavior and the other post controls.
