Description
Use Case
Once the simulator models most dependencies statically (see #6150) it should be possible to allow resources to created, deleted, and updated concurrently, resulting in faster iterations.

Research direction
Start with the SDK resource lifecycle and the static dependency work described in issue #6150, then review the implementation ideas in PR #5821. Define how resource creation, deletion, and updates should be coordinated concurrently, and consider the work complete when SDK iterations perform these operations in parallel without violating dependencies.
