From Categories: Styling for + Add Phrase Button

Story: As a user, I want to quickly add a phrase to any preset or custom category for later use.

Acceptance Criteria:

A new button titled "+ Add Phrase" is on every category page except Listen, 123 and Recents categories
The " + Add Phrase" button is the last option on every category page except Listen, 123 and Recents categories
Button background color is "Background Purple"
Button font color is "Type Primary"
Button border are dashes
Button hover state background color is "Active Green"
Button hover state text color is " Primary Purple"
Button height and width is the same as the other phrases block in both landscape and portrait mode.
