Description

Instead of having settings purely as flags, it would be interesting to have a configuration file, which could be ported and used across several projects.

Research direction

Start by reviewing how Rubycritic settings are currently represented and passed as flags; the issue does not name specific files, tests, or entry points. Define the configuration-file format and how it should be selected or shared across projects, then verify that the documented settings can replace the relevant flags and remain portable.
