Research direction
Review the Fetch Standard's connection-opening and Alt-Svc behavior, focusing on whether port blocking is consulted for new connections. Determine the intended normative behavior and whether the concern about bypassing blocking is resolved; completion requires an agreed specification change or a documented decision.
