Due to the build system not rewriting URLs to support files, it would seem like nothing can use the top-level support directory. However, it exists, and contains the only copies of swatch-green.png and swatch-red.png that don't match every other copy (which per https://github.com/w3c/csswg-test/blob/master/support/support/README would appear to be deliberate, and dates back to fa9f560a5dd74425196782657c3c901777313a53, Hixie's original dump into CVS of an early 2.1 testsuite).
