Research direction

The issue names only the test suite, WebVTT implementations, HTML references, and PNG comparisons; no specific files or tests are identified. Start by locating the existing browser-based reference tests and determine how non-browser implementations could compare results. Done means a documented, runnable test path for non-browser implementors with an agreed comparison method.
