Global Hotkey ctrl-` not working after new update

Describe the bug

After this new update that included ctrl- as the shortcut for the AI suggestions, when I remove/change the AI suggestion and try to use ctrl- as the global hotkey, the program doesn't accept the ctrl-` as a global hotkey anymore.

To reproduce

1. Go to settings
2. On the Keyboard Shortcuts, clear or change hotkey for 'AI Command Suggestions'
3. Go to Features/Keys/Global Hotkey and try to add Ctrl-` as the global hotkey
4. The program doesn't accept it.

Expected behavior

That the program accepts ctrl-` as a global hotkey

Start by reproducing the conflict through Settings → Keyboard Shortcuts and Features/Keys/Global Hotkey on macOS, comparing behavior with the version before v0.2023.11.14.08.02.stable_02. Trace the handling of the AI Command Suggestions shortcut and the global hotkey; done means Ctrl-` is accepted as the global hotkey after the AI shortcut is cleared or changed.
