Add imagick to support animated GIF

Thanks for the 2.4.0 release 🎉🎉🎉!

I updated the Docker image and ran the migration script and it works like a charm :).

In the release notes it says that php 7.4 is now supported and that the imagick php extension can be used to support animated gifs. Looking at the latest Docker image, it seems that it still uses php 7.3 and doesn't contain the imagick extension. Can this be updated in a new docker image?
