Description
When syncing the contents of the source page (#294) while skipping publishing – I then go to the only translation I want to publish updates for. Using Wagtail bulk actions to bulk publish – no sync changes are published.
Instead, I have to manually go to all translated pages and publish them one by one.

Research direction
Reproduce the issue by syncing the source page from #294 without publishing, then use Wagtail bulk actions on the translation and compare the result with publishing translated pages individually. The issue is resolved when the pending sync changes are published through the bulk action.
