In chapter Abstract:

user agents

user agent is used throughout the spec but it's not defined somewhere.

https://html.spec.whatwg.org/ still hasn't a definition for user agent. Once issue https://github.com/whatwg/html/issues/1021 is resolved, an HTML dependency could be added here.
