https://github.com/w3c/pointerevents/issues/587 recently got resolved in https://github.com/w3c/pointerevents/commit/81d3a6aaa2eabbeaf7a2ecafcaae9c7ef6d8ef40

We should probably be able to specify this for wheel actions.
