Description
Currently, WebCodecs does not support AVC3 (in band SPS, PPS) and no error is thrown when avc3 is requested.

Research direction
Start with the WebCodecs AVC3 request and review related issue #857. Determine how avc3 is currently handled and how support and rejection of unsupported requests should be verified; done means AVC3 works with in-band SPS/PPS and unsupported requests no longer pass silently.
