Description
For specs in this group, it be nice to have a pull request template like (adding WebKit too!):
https://github.com/w3c/screen-wake-lock/blob/gh-pages/.github/PULL_REQUEST_TEMPLATE.md
Makes sure tests are added and that there is multi-implementer commitment for each substantive change.

Research direction
Start by reviewing the referenced .github/PULL_REQUEST_TEMPLATE.md in the screen-wake-lock repository, then inspect this repository for its .github configuration. Add a comparable pull request template that calls for tests and multi-implementer commitment for substantive changes; done means the template is present and its checklist reflects those requirements.
