Description

For specs in this group, it be nice to have a pull request template like (adding WebKit too!):
https://github.com/w3c/screen-wake-lock/blob/gh-pages/.github/PULL_REQUEST_TEMPLATE.md

Makes sure tests are added and that there is multi-implementer commitment for each substantive change.
