Research direction

Start with the Attempt to deliver reports algorithm in the linked Reporting specification and review its existing 410 behavior. Compare the unsupported-report-type and malformed-report cases, then define the HTTP response handling the specification should require; done means the algorithm clearly states how each case affects future delivery.

Description

The Attempt to deliver reports algorithm says that a server can return a 410 status to remove itself from consideration for future report delivery.

Can we leverage HTTP in this way to indicate other errors? A concrete example would be the case where the report cannot be accepted because the report type is not supported by the endpoint. There might be other cases -- malformed report, etc.
