Description

The requirements to transition to CR include

All of the other requirements in that list appear in the requirements to publish a CR Snapshot (or the update request list that it depends on), but this one is missing and so only applies to the very first CR published for a spec. Should it be included in later CRs?

Should anything about it also be included in the requirements for CR Drafts?
