It would be useful to add a "Stakeholder Feedback" section to collect feedback from implementors and other stakeholders that have publicly stated positions on this, with links.

Research publicly stated positions from implementors and other stakeholders, then add a linked Stakeholder Feedback section that accurately collects them. Done means the explainer includes the new section and links for the cited feedback.
