Description

https://github.com/w3c/csswg-drafts/issues/5594#issuecomment-717935349 and further comments in that issue raised the point that some users may have a stronger preference for a lack of motion than what the spec currently offers, and that this may be best captured by a new value.

The original issue has was on a different topic, so refiling it here to keep track of that separate point.
