Description

We had originally added the SVG xml:space=preserve behavior as text-space-collapse: preserve-spaces (where text-space-collapse was to be a longhand of white-space), see https://drafts.csswg.org/css-text-4/#white-space-collapsing

Should we add a corresponding value (e.g. pre-spaces) to white-space?
