Description
We had originally added the SVG xml:space=preserve behavior as text-space-collapse: preserve-spaces (where text-space-collapse was to be a longhand of white-space), see https://drafts.csswg.org/css-text-4/#white-space-collapsing
Should we add a corresponding value (e.g. pre-spaces) to white-space?

Research direction
Start with the CSS Text 4 white-space-collapsing section linked in the issue and compare the existing text-space-collapse: preserve-spaces behavior with SVG xml:space=preserve. Determine whether white-space needs a corresponding pre-spaces value; done means the CSS Working Group has a decided direction and the specification reflects it.
