Description

Greetings to everyone,
I think that instead of having one effect per an animation, there should be a sequence. Additionally I think that an effect should be sharable between elements, and the concept of a 'target element' should be changed to 'target elements'.

Research direction

Start with the Web Animations 2 material related to the issue's current one-root-effect and single-target model; the payload names no file, test, or entry point. Compare that model with the requested effect sequences, shared effects, and multiple target elements, and consider the work complete only once the specification design has a documented resolution.

Written by the indexing model from the issue text.
