Description
Migrated from https://github.com/WICG/spatial-navigation/issues/19

The overscroll-behavior spec, which is currently in WICG but about to move to the csswg should be taken into account in the processing model (or the processing model should have hooks for it to influence its behavior).

Research direction
Read the CSS Navigation processing model and the linked overscroll-behavior specification, then review CSSWG issue 2179 for the standards context. Identify where overscroll behavior must influence navigation and what hooks the processing model needs; done means the integration is specified there with clear behavior and reviewable criteria.
