On handling the copyright statement in snapshots (of the 2026 redesign)

Description
Given that we have a long history of snapshots being used (only) for getting FSA commitments, let's by default use the FSA copyright for all snapshots. If we learn from experience that there are other use cases for snapshots, we can introduce later (and in a backwards-compatible way) a parameter such as "fsa-commitment" where the default value is true.
