Consider making WBS questionnaire more widely accessible to CGs

Background: As of 2023-09-01, per the Solid CG charter, the CG held a chair election. The CG documented the Chair Election Process, which was developed in collaboration between the then CG Chair (myself) and W3C staff (@ianbjacobs). Since the WBS questionnaire system used for elections was primarily available only to WGs, we conducted this experiment for the first time for CGs. The election details, including a record of eligible voters, designated voters per affiliation, chair candidates, anonymized ballots, anonymized results, and elected candidates, can be found here: https://github.com/w3c-cg/solid/tree/main/elections/2023/

I hope that the CG's experience, along with the process ideas developed with W3C staff and the documented results, can be easily reused or adapted by other W3C CGs that wish to run similar elections. I would be happy to coordinate and provide additional details if this proposal is adopted.

There are other details that could use more attention or closer examination. For instance, we used ranked choice voting (as per charter, and also common in TAG/AB elections), and specifically the MeekSTV method, to compute the results using OpenSTV software. One example is that a candidate can secure a seat even with a significant number of unranked votes.

Start by reading the Solid CG charter, the Chair Election Process discussion, and the documented 2023 election materials in elections/2023/. Determine what would make the WBS questionnaire usable by other Community Groups, including how the existing process and ranked-choice voting details should be reused or adapted; completion would require an agreed approach and corresponding documentation or system changes.
