Description

The draft N'ko Layout Requirements document shows diacritic placement varying in vertical position in relation to the base letter. This is incorrect, even though this is how it is implemented in Noto.

It is our understanding that the diacritics should all be placed at the same height. This was something that we discussed with WODN when developing Kigelia. I have just reconfirmed this with Solo Farabado.

Research direction

Start by locating and reading the draft N'ko Layout Requirements document referenced in the issue, then compare its diacritic-placement guidance with the provided incorrect and correct examples. Done means the document consistently specifies that the diacritics share the same vertical height and no longer presents the varying placement as correct.
