Research direction

Start by reading the discussion in issue #707 and the related Vocabulary and Activity Streams 2.0 specification material. Clarify how the Vocabulary should be reusable outside AS2 documents while remaining supported within a single document. Done means the agreed specification change is documented and its behavior is unambiguous.
