Description

This could use more formal language. Not entirely sure what to suggest, but hardcoding keys isn't the way to go.

Research direction

The issue names Fetch and shift+reload but provides no file, test, or concrete expected behavior. Start by locating the relevant Service Worker specification text and clarify the intended formal language and replacement for hardcoded keys; done requires an agreed, testable requirement.
