Description

Phase 3 of docs/discussions/design-vector-types.md: elementwise arithmetic and comparison on same-typed vectors (arith.* on vectors), splat(x) (vector.broadcast, never a load), lane access v[i] with a comptime index below N (vector.extract; a run-time or out-of-range index is an error). Shuffles, reductions and masked forms are follow-ups.

Differential tests for each. Blocked on Vx#476.
