Description
The current implementation of the TypeChecker relies on passing around &mut Vec<HirInstruction> to trace legacy bytecode. Now that we are migrating to the MLIR-based lowering and dropping the legacy HIR, the type checker must be decoupled from the HIR generation logic to simplify its internal workings and avoid unnecessary side effects.
