Description

Build the createTimePicker composable — numeric/segment time state — hour/minute/second, 12/24h, meridiem, step snapping, min/max.

Part of the v1.4.0 epic (#510). The TimePicker component shell builds on this.

Category forms and the name createTimePicker are provisional — adjust at implementation.
