You are able to add online accounts via the setting panel

There are no buttons to add accounts. This is due to a change in gnome where they moved online accounts support to https://github.com/xapp-project/gnome-online-accounts-gtk

Start with cinnamon-settings online-accounts and review the linked Cinnamon and Arch reports for the gnome-online-accounts change. Check how the affected cinnamon-control-center package provides online-account support and compare it with gnome-online-accounts-gtk. Done means the setting panel again exposes controls for adding accounts.
