Research direction

Reproduce by opening a PDF in vscode-1.91.0_1, then use Help -> Toggle Developer Tools and inspect the viewer.mjs:12029 error reported in the issue. Done means the PDFViewer displays the PDF content instead of a grey region and no longer reports that Promise.withResolvers is unavailable.
