Research direction
Start by reviewing the Void vscode-1.75.1_1 package and the linked upstream VS Code issue #154417, then reproduce the language-extension flow described here. Done means either the package applies zh-cn after restart or the issue is confirmed as upstream-owned with the package impact documented.
