Install VMTools on a VM?

Description
It's my first day of using pyVmomi, during prototyping, I couldn't find any api which supports fresh installation of VMTools.
There are UpgradeTools(), MountToolsInstaller(), UnmountToolsInstaller(). Is there a way to install vmtools on VM? Or is it by design that there's no way automating this step?
