vspc cut vm vmotion, why?

Description
sometimes when i want to let cluster in protect and do some fix. so i need to let vms in this host vmotion. but sometimes some vm can not migrate to other host(all host in same cluster). my question is:
- what can cut vmotion.
- when i face this problem, i let vspc disable, and migrate again will be success? does vspc cut the vmotion? my vspc mode is use vspc.py file.
error is:
