Photon 3RC "Clear" and WSL Ubuntu over SSH

Description
Running WSL Ubuntu 16.04.2 LTS and noticed that when ssh to photon vm the clear command is not working as expected. Ctrl + lworks. It clears the screen and brings me to a new prompt line. The clear command clears the screen and does not bring me to a new line. The screen is blank but if you scroll up the command line is there.
When you start typing it scroll back to blank line. (scrollback is not cleared by either command, I didn't expect it to)
The weird thing is that things work as expected with Photon2. Things work as expected with putty and Photon 3RC. Things work as expected sshing to any other linux terminal.
Its a combination of WSL ubuntu 16.04.2 and Photon 3RC. I am in the process of updating WSL ubuntu to 18.x LTS to see if this goes away.
Anyone else use WSL and ran into this. No clue why ctrl+l works.
