Describe the bug
Currently on Photon OS 5.0, tdnf update will replace dhcp-server with kea 3.1.9-3.ph5 but there are several issues with that:
1.) There is no systemd unit to start kea
2.) keactrl is unable to find it's config because it keeps looking at /usr//etc/kea/keactrl.conf
