Is your feature request related to a problem? Please describe.
It's not admin friendly to setup a Photon OS-VM by OVA template, when you need to setup keyboard layout, network interface and ssh enablement.
If these 3 settings could be configured by ova deployment, the OVA template would be much more easier to use.

Add configuration to ova with following subjects:
- network interface
- ssh enablement
- keyboard layout
