Description

I'm launching photon OS VM on vcenter and my VM refuses to boot. I logged in through VNC and a service is causing the boot to hang permanently, it says:

[FAILED] Failed to start Wait for Network to be Configured.

i think this might be related to systemd-networkd-wait-online.service. I'm unsure how to proceed. What should i do in this case?
I activated the systemd debug shell and disabled the service but nothing changed.

Research direction

Start with the VNC boot output and the named systemd-networkd-wait-online.service, then inspect the related systemd and Photon OS network configuration. Reproduce the hang and collect boot or service logs; done means identifying the cause and documenting or implementing a change that lets the VM boot successfully.
