Photon 4.0 installer dumps core on ESX versions < 6

Description
The docs suggest that 4.0 should install on ESX 5.5. But installing in 5/5.5 mode on ESXi 6.7 results in a core dump.
Context: I'm attempting a Packer build of Photon, using the vmware-iso builder. This is for an ESXi free host (lab machine), so I can't use vsphere-iso, which utilitises the API. The vmware-iso builder is only able to build ESX 5 type VMs, hence why I'm encountering the core dump.
I don't imagine the underlying problem is worth fixing, but perhaps a slight tweak to the documentation? Alternatively, are there some kernel boot parameters that might bring back ESX 5 support (long shot)? Thanks!
