[Bug] Permission configuration missing in batch job submission when using existing dataset feature

A user can see all existing dataset no matter the dataset is uploaded by that user or not.

We expect each user can only see the his or her own existing dataset.

The issue names no files, tests, or entry points; start by tracing batch job submission when selecting an existing dataset and inspect how dataset ownership and permissions are applied. Done means a user sees only datasets they uploaded, with a regression test covering the existing-dataset flow.
